【摘要】:Thisguideismeanttoaidlocalandregionalresponseteamswhomayuseitduringspillresponseplanningandspillevents.Thisguideshouldbeadaptedtosite-specificcircumstances.1.1Thisguidecoverstheuseofoilspilldispersantstoassistinthecontrolofoilspills.Thisguideiswrittenwiththegoalofminimizingtheenvironmentalimpactsofoilspills;thisgoalisthebasisonwhichtherecommendationsaremade.Aestheticandsocioeconomicfactorsarenotconsidered,althoughtheseandotherfactorsareoftenimportantinspillresponse.1.2Spillrespondershaveavailableseveralmeanstocontrolorcleanupspilledoil.Inthisguide,theuseofdispersantsisgivenequalconsiderationwithotherspillcountermeasures.Itisnotconsideredasx201C;lastresortx201D;afterallothermethodshavefailed.1.3Thisisageneralguideonly.Itassumestheoiltobedispersibleandthedispersanttobeeffective,available,appliedcorrectly,andincompliancewithrelevantgovernmentregulations.Intheassessmentofenvironmentalsensitivity,itisassumedthatthedispersantisnonpersistentinthenaturalenvironment.Oil,asusedinthisguide,includescrudeoilsandrefinedpetroleumproducts.Differencesbetweenindividualdispersantsorbetweendifferentoilproductsarenotconsidered.1.4Thisguideisorganizedbyhabitattype,forexample,smallpondsandlakes,riversandstreams,andland.Itconsiderstheuseofdispersantsprimarilytoprotecthabitatsfromimpact(ortominimizeimpacts).1.5Thisguideappliesonlytofreshwaterandotherinlandenvironments.Itdoesnotconsiderthedirectapplicationofdispersantstosubsurfacewaters.1.6Inmakingdispersantusedecisions,appropriategovernmentauthoritiesshouldbeconsultedasrequiredbylaw.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
